Durban – The Durban High Court on Monday adjourned the case against nine suspects facing charges of fraud and corruption involving R47 million related to the Soccer World Cup in 2010.
The matter was set for pre-trial conferencing on 25 July 2024.
Investigating Directorate Spokesperson Henry Mamothame said, the accused include former KwaZulu-Natal police commissioner General Mmamonnye Ngobeni, Colonel Navin Madhoe, former police captain Aswin Narainpershad and businessman Toshan Panday.
The other accused are Panday’s mother Arevenda Panday, his wife, Privisha Panday, sister Kajal Ishwarkumar, brother-in-law Seveesh Maharaj Ishwarkumar and personal assistant Tasleem Rahiman.
Mamothame said the accused face 275 counts of racketeering offences and fraud, corruption, money laundering, and forgery allegedly committed between March 2009 and April 2010.
Allegations are that during the 2010 Soccer World Cup, the prescripts of the Public Finance Management Act (PFMA) were contravened in procuring accommodation for members of the South African Police Service (SAPS).
Mamothame said Panday’s family was accused of being party to a common purpose with the businessman and others to defraud SAPS.
This was allegedly done through their association with entities that were used to score lucrative contracts from SAPS.
Mamothame said the police officers allegedly colluded with Panday to receive contracts from the KZN police for an amount of over R47,3 million in fraudulent and irregular tender procedures.
The five entities related to/or controlled by Panday were paid R47 346 597.52 by SAPS.
The payments included:
- Goldcoast R39 336 283,
- Valotone R3 515 704,
- Bravosat R2 079 469,
- Kaseev Traders R1 552 019 and
- Unite Mzansi R863 122).
Mamothame said judgment on an application for disclosure of certain information was still reserved.
The state has argued against this application.
