Pretoria – The City of Tshwane Council has approved disciplinary steps against Chief Financial Officer Gareth Mnisi, following allegations raised before the Madlanga Commission of Inquiry.
A witness implicated Mnisi in alleged tender manipulation, including a multimillion-rand private security tender for protecting municipal land and infrastructure.
The Council endorsed a report recommending the precautionary suspension of Mnisi, who has been given seven days to submit written representations explaining why he should not be suspended.
An independent investigator will be appointed to probe the allegations of potential misconduct.
Tshwane Mayor Dr. Nasiphi Moya said the measure was necessary to ensure the process is “objective, credible, and capable of withstanding scrutiny.”
Mayor Moya emphasised that suspension was precautionary and does not amount to a finding of wrongdoing.
“Given the central role of the CFO in safeguarding the City’s financial systems, it is essential that these matters are handled in a manner that protects both the integrity of the institution and the credibility of the process,” she said.
Mnisi has been on leave this week while the City prepared the matter for Council’s consideration.
The municipality said it will act decisively based on the evidence presented as the investigation unfolds.
Earlier this week, Tshwane MMC for Corporate and Shared Services, Kholofelo Morodi, was suspended after evidence of possible wrongdoing involving tenders was presented before the Madlanga Commission.
