Johannesburg – The United States, Mexico, and Canada have jointly announced strict, aligned public health travel measures targeting travelers from African regions most at risk of Ebola, citing safety concerns ahead of the FIFA World Cup 2026.

The move has drawn mixed reactions from African governments and prompted FIFA to emphasise its commitment to balancing health security with fair participation.

The Announcement

  • Date: May 28, 2026
  • Countries involved: United States, Mexico, Canada
  • Reason: Coordinated response to the Ebola outbreak in the Democratic Republic of Congo (DRC), declared a public health emergency by the World Health Organization (WHO).

Measures:

  • United States: Entry bans on non-citizens who recently traveled to DRC, Uganda, or South Sudan; extended to green card holders with recent travel history.
  • Canada: 90-day ban on residents from DRC, Uganda, and South Sudan; mandatory 21-day quarantine for citizens and permanent residents returning from affected areas.
  • Mexico: Enhanced airport screening; arrivals from DRC required to observe 21-day quarantine.

African Reactions

  • Uganda: Criticised the measures as “punitive,” arguing they stigmatise African nations already struggling with containment. Officials stressed that regional cooperation and WHO-led protocols should guide international responses.
  • Democratic Republic of Congo: Expressed concern that restrictions could hamper medical aid delivery and isolate the country further during a crisis.
  • African Union: Called for “science-based, non-discriminatory” policies, warning that blanket bans risk undermining trust and cooperation.

FIFA’s Position

  • FIFA acknowledged the host nations’ responsibility to protect millions of fans and athletes but emphasized that African teams must not be unfairly disadvantaged.
  • The organisation is working with WHO and local federations to ensure testing, vaccination, and medical support are prioritised over blanket restrictions.
  • FIFA reiterated that the World Cup 2026 must remain “a celebration of global unity,” balancing health security with inclusivity.

Key Risks & Trade-offs

  • Health Security: Measures aim to prevent Ebola spread during a mass gathering of millions.
  • Diplomatic Strain: African governments view restrictions as discriminatory, potentially straining relations with North America.
  • Sports Impact: African players and fans may face hurdles in attending the World Cup, raising fairness concerns.
  • Humanitarian Concerns: Travel bans could delay aid and medical supplies reaching outbreak zones.

The Ebola outbreak in DRC has already prompted Uganda to close its border and WHO to declare a global emergency.

North America’s coordinated stance reflects heightened caution as the region prepares to host one of the largest sporting events in history.

In response to the current outbreak of #Ebola disease caused by Bundibugyo virus in the #DRC, with cases also reported in #Uganda, @WHO convened several of its expert and advisory groups. These groups assessed potential vaccines and therapeutics for both prevention and treatment…
