Pretoria – Alleged underworld figure and tender tycoon Vusimuzi “Cat” Matlala has entered into a plea and sentence agreement with the National Prosecuting Authority (NPA).

Matlala is pleading guilty to fraud, corruption, and money laundering charges linked to a controversial multi-million-rand South African Police Service (SAPS) health tender.

The Pretoria Specialised Commercial Crimes Court heard on Thursday, 25 June 2026, that Matlala, through his company Medicare24 Tshwane District, secured an irregularly awarded tender worth approximately R228 million to R360 million for providing occupational health and wellness services to SAPS members.
